cash on delivery [Help] Cash on Delivery within the area or location such as state "Metro Manila"

I need a help maybe this can be fix by some coding, I think? I'm using Prestashop Version 1.7.3.4 equipped with Premium Theme,

Please let me know if this topic is possible or doable,

I just want to make my (COD) or Cash On Delivery from carrier feature to require the Zip/Postal Code for Metro Manila only and cannot be use for provinces

Nobody wants to ship an item very far and fast without being paid by a random customers right? so I would just like to make the (COD) Cash On Delivery require to match the Zip/Postal code within the State or Area, Is this possible?

I would also like to ask Vekia a little help for this.

Since I'm just a newbie in prestashop and not even an expert developer, If there is a free module just to fix this problem why not? =(
I need a fix for this because I'm having trouble with some of the customers who tricks the online store and keeps ordering even they are far outside Metro Manila.
