Problems with both tax incl and tax excl

I would like a combination of tax incl and tax excl settings. If I choose tax incl, it looks to the customer as if I'm changing the base price of the item when they get to the cart. If I choose tax excl, it looks as though they aren't being charged a tax at all. I need the item subtotal plus the shipping and tax to add up to the cart total.

 

From this example what I am shooting for is a subtotal of $64.34 and a total of $94.14, not one or the other

shop version 1.7.3.2 installed via 1and1 control panel
