Discounts based on total amount

Hi guys,

1. how can I add discounts based on the total amount?
Like:
if 5001000 - 5%
1000etc.
2. Also, why is my cart block displaying 5 for transport when I never have set that and I can't find where to change it?
3. The VAT isn't added although I have set a custom one and enabled tax...?

You have to choose your default carrier. The cart automatically display the shipping price for the default carrier
In back office go to shipping > Carriers

Did you select a tax for each product in the back office?
