Catalog Price Rules - issue

Hello 

I am trying to use a catalog price rules and I get some issues, can someone help me please.

My prestashop version is 1.6.1.17

After I try to create a catalog price rules and save it, I get a error message, if I try to edit to fix it or delete I get a message that I can't do this.

I make a print screen of a message when I try to delete or edit it.

I have no idea what I must to do

Can somebody help me.
