Ordering steps

Hy, what is the possibility to change the ordering steps in Prestashop 1.7.2,, I need this because I have different delivery costs depending to the client's are selected payment method. I think, it was practical in my case, payment selection be before the select delivery method, because payment method define the delivery cost. 
If  is any other solution for my problem, of course it would be super ok
