what is this when updating customer personal information in the account section?

This is new I think but cannot find where to add this information.

Where do you add this?

It's not new. I remember it being there in PrestaShop v1.1, the first version of PrestaShop I used. You can go to Tools > Translations, click the USA flag next to "Front Office translations", then scroll to the "identity" section and enter a translation for "[insert customer data privacy clause or law here, if applicable]", then click the "Update translations" button at the bottom.
