How can we 'alpha' states in shipping?

Hi folks

Does anyone know if once entered, we can change the list of counties (states) alphabetically (this is in the shipping section)? Having entered 166 in mainly alpha order, there were 6 at the top previously entered, and it won't keep the list alpha. I have been able to sort them able to view in prestashop, but it doesn't 'save' or retain this setting on the live site.

I'd also like to change the word 'state' that the customer sees, to 'county' as we are in the UK, as it is a required field for delivery and am not sure how to do that either?
