Shipping Carrier Only Available for Orders > $100

*sigh* Yes, another free shipping topic. I tried searching around but still couldn't find a clear answer.

I've got delivery options, both of which are free:
- In-store Pickup
- Delivery (through our own company)

Both options are free, but I only want the Delivery carrier to show up as an available option for orders that are $100 or greater.

In the BO, I set up the "In-store Pickup" price range for $0-100,000. Then I set up the "Delivery" price range for $100-100,000.

However, if I try to process an order for $67, the "Delivery" carrier shows up as an available carrier option. Anybody know how to make the "Delivery" carrier only available for orders of $100 or greater?
