Can't rmove block from sidebar after upgrade

Hi have just upgraded my installation to the latest version 1.3.1.
After i successfully finished the update, i have now the "special" block in the right sidebar, and can't get rid of it. I checked the backend and the module was switched off. When i switch it on i get a second "special" block underneath the first one. When i switch it off again, only one of them disappears.

Is this a problem with the database that saved a wrong setting. I would be very grateful for any help.
