Is there any way to bulk change the "Display tax label (e.g. "Tax incl.")" setting for all countries?

First of all, you haven't mentioned your prestashop version.

Second: A label is to be changed with translations.

If you mean the setting itself, yes, it can be changed using SQL.

update ps_country set display_tax_label = 1;

or same but only for active countries:

update ps_country set display_tax_label = 1 where active = 1;

Yes I mean the setting itself, I'd like to set the option to "No" for all countries.

"No" was the missing word. Stating clear intentions make it always easier:

update ps_country set display_tax_label = 0;
