Shipping - multiple zones and multiple carriers based on weight

Setting up shipping can be a nightmare!

Here's the scenario

My cart sells to only one country
Within this country there are 5 zones for delivery based on location - example A, B, C, D, E
Within each zone the shipping needs to be charged by weight and there are 3 weight ranges for each zone ie 1-5 kg 5-10kg and 10-15kg

This needs to be automatically assigned at checkout with no ability for customer selection.
Ideas?


Everything I do so far either gives the customer and option which still seems to disregard the weight prices or just totally defaults to one price regardless.

I have tried a country for each zone, assigned to a zone with multiple carriers based on price but it doesn't work

trying creating "states" for your country, these states should be areas of the country not only political divisions. Then affect zones ABCD to your states.
and then with ranges and transporters you should these ABCD zones.
