Changing DB User

Ok this should be simple but I'm stuck. I want to change my DB user and password.
I created the new user and added the user to my DB with full privledges. I go into BO
and change database preferences to the new user name and password but it not longer
connects to the DB. I cleared browser cache but it still gets error. I have go edit the
settings.inc.php back to the old user and password to get it to work again.

What is the proper procedure to change DB user?
