limit the number of daly shippings

good day,

I'm writing because i need to know if it's posible to limit shippings to 15 per day.  I'm working on website for a client that deliver the goods with herself, with her own vehicle.  Given that she has a limited capacity  she needs to limit the amount of shippings to a max of 15 per day or else she can't get to everyone.

Is it possible to do something like that?
