Special Packing charges for some Products

We have E Com Site selling Wellness products. 

 

Some products in glass bottles and need special packaging. This Packaging is to be charged. 

 

1) Packaging Rate is based on the product 

2) Cart rule of Free shipping applies over 1500 , hence "Additional shipping fees (for a single item)" wont be useful. 

after the purchase value of 1500 complete Shipping including additional shipping becomes 0

3) We want even if the Cart Rule of 1500 where shipping becomes 0 yet the Extra packaging should be charged extra.

I have same question.

I need to be able to add an extra option to "STEP 4" of ordering process.

So the costumer be able to check this newly added checkbox which asks about extra packaging service which has extra cost.

Your help will be appreciated
