PayPal CURL connect time out

PayPal Europe version 3.10.10

From this morning I get timeout error in all PayPal connection:

Making new connection to 'api-3t.paypal.com/nvp'
Connect with CURL method successful
Sending this params:

Connect failed with fsockopen method

I tested my server I am I able to connect:
