Restrict Delivery Address but not Invoice Address

We have a online shop that delivers to customers anywhere in Canada and the United States. We take gift orders from other parts of the world so for example, someone in Dublin Ireland can place an order to be delivered to someone in Vancouver, Canada. 

 

I am trying to find some way to have the country list in the Delivery Address restricted to only Canada and the United States but have the country list in the Invoice Address to be anywhere (or maybe restricted to a few). 

 

It seems the country selection in PS 1.6.1.6 has the delivery and invoicing countries linked. This can cause confusion and frustration to people who think they can place and order from Ireland and have it shipped there as well. You know customers sometimes do not read carefully.

 

Has anyone had this requirement also?
