State and UK postcode errors for customers

I am getting increasingly tired of prestashop, at first it was a few UK postcodes that were getting a 'no carrier to your address' error (I am in the UK), then it started happening for customers who had already made purchases previously without problem.  Now I am getting US customers with errors in the state dropdown menu, and today one from Canada.  Also I cannot use the upgrade option as it always crashes out. 

 

The fact that some customers from all these countries have managed to register and checkout without problem indicates that the settings I have are correct, anyone any ideas?
