Beefing up the referral system

I wonder if this is possible?

I would like the ability to treat referrers as affiliates.

I.e. Instead of getting a static voucher like $10 or percentage voucher for referring a customer, would it be possible for that customer to get a percentage of the referrer's purchases into perpetuity?

To make it real simple it could be tied to the customer loyalty program, i.e. instead of getting a percentage of the sale in cash perhaps they get their percentage in loyalty points.
