responsive page in firefox, internet explorer, chrome and mobile

hi. i have a question:

how can i make a responsive cms and tables that works in mozilla and internet explorer moblie and desktop?

because the responsive pages work only in chrome(desktop,mobile)and the android browser.

should i be modified the css?
