Problem with Catalog Price Rules

Hi!
I would like to set a catalog price rule which restricts in terms of quantity. I am able to set up the rule for the category I want however, there is only an option of "From quantity" but there is no "To quantity".

In other words, I can set a minimum quantity of 3 (which is what I want), but I would like the price rule to be restricted to a limit of 3. Meaning that if for example, 4 items were purchased, the catalog price rule would apply to only 3 of the items, and the 4th item would be charged at the normal price.
I'm not sure if this is available via catalog price rule, or would I have to get an addon for it? However it is such a simple rule that I find it odd that it is not implemented. I might be too inexperienced and am overlooking a way to get this done.
