Vat Number Required Field Always On

Hi, sorry if this is in the wrong section of the forum.

 

I have a problem with the VAT number field in the registration from.

 

I need to check VAT numbers if the customer chooses to add it.

 

They don't need to have one.

 

Can anyone help me, i have made sure that VAT number required is disabled.

 

If i go into a specific country and try to remove the field it does't remove it (although this wouldn't fix my problem as i do need the field).

 

Has anyone had this problem?
