How I can disable the option of "auto-enabling" blocks in hooks when a theme is enabled? For example, I have the footer based on only one block, coming from a module. So, when I switch to a new theme, the theme adds its blocks in footer hook, resulting in a total mess. I just want to remove this option, so (in this example) the footer hook remains the same.
