Is the database for countries should work in this way?

I am not sure if this is a bug or it is suppose to do it that way.

At Back Office > Shipping > Countries

I was trying to input the name in another language, so the new user would not get an empty list at the registration if they happened to use that language.

I edit the name of Germany (ID1), using the flag below the field, to input the name in another language, then save.
After that, i realised that ID1 has been disappeared (checked the database and the "deleted" field has "1" instead of "0"), and a new ID (ID35, since initially there are 34 country names) has been created for the Germany again.

I just want to confirm if it is suppose to do that so i would not face any problem in the future.

Edit to add:
Apparently we could not edit a country name. Edit a country name to another actually make the database creates a new field for the new country, but at the same time make the selected country disappear from the list by marking it as "deleted".
