PrestaShop Performance / IIS

I am experiencing poor performance from PrestaShop.

 

Server is dedicated as a webserver only, with two websites. One is a Joomla site that runs very fast and has more graphics, etc.

 

What settings can I change to allow for PrestaShop to use more resources? When the site is running slow, the resources on the site are at maybe 4% CPU and 20% ram... I do not mind if PrestaShop uses more resources as long as the site speeds up.

 

I am currently working on the site and have cache turned off (before someone comments that I should turn on cache).

 

Anything I can change in IIS to allow for PrestaShop to use more resources?

 

For example; when I re-generate images, it takes forever (10 minutes and I have to click generate about five times, so almost an hour),

but the processor speed stays at 5%. Nothing on the server is taxed, but it takes forever to re-generate images.

 

Server 2012 x64

Intel Xeon CPU E3-1230 v3 @3.30GHz

16GB Memory (RAM)

 

Dedicated Internet at my office

 

IIS8, MySQL5.1
