Module position feature on URL base

Hi,

 

If someone could help me or show a light for right direction. 

 

I am quite familiar with exception page or modules from admin, but it works as per page basis only. 

 

I am wondering if can be done as per URL basis, or some other way for following problem. 

 

 

Through various steps of order, at initial

that is cart page, 

store/order

 

after this comes auth page, and den follows following pages as I wanted them, 

 

store/order?step=1&multi-shipping=0

 

and then

 

store/order?step=2%26amp%3Bmulti-shipping%3D0.

 

Problem- I want to disable specific hooks for the last 2 steps only. 

However, all of them including cart page store/order, are technically the same pages, so can't seprate them through positing feature for modules. 

 

Can some one help for the same?

Though I was expecting a solution to be community way, thanks anyways.

Here I do not expect a complete code, just right way to do it. And I can enhance on the idea or suggestion to achieve what I need.
