No Carrier Available for Customer Group

I have searched forums, and the recommendations to fix  "no carriers available for the address" are not solving my problem.  Here is my configuration

  • Only Country enabled is United States.
  • Only Zone enabled is North America.  (Note: I deleted all of the default zones at one point and created this new one.)
  • I have 4 carriers enabled which are all tied to zones and customer groups.  
  • Handling charge is set to 2.  
  • I do NOT have Advanced Stock Management Enabled.

All carriers/delivery methods work appropriately for "Guest" customer group.   Only those in "Customer" customer group are not presented with delivery methods.   

 

Help please.
