Categories and Top Menu not working as expected

I have just setup a store and have enabled multi store mode.

 

I installed Prestashop Cleaner to remove all the demo categories and products.

 

I go to categories and there is nothing there as expected so I create two new root categories for each of my stores. When I go back to categories the two new categories I have created are not there but I can find them under Empty Categories but I can't select them to add any sub categories to them. The only way of doing it is by using the back button in the browser to find the categories again which doesn't seem right.

 

Anyway, I create a few new categories under these root categories, but when doing so, the option for the parent category is blank. I was expecting the root category I had created to be there but it isn't and there is nothing to select. This doesn't seem right?

 

Then I configure the top horizontal menu and add my new categories but when I test the menu none of the sub categories appear as a dropdown. How do I do this?

 

Is it right to not have an option to select the parent category when creating a new category?
