Shipping Carriers not appearing?

I'm not really sure what I am doing wrong at this point now, have been trying for 2 weeks to get the shipping carrier modules to work, but to no avail at all. I even downgraded back to 1.6.0.14, thinking it might be the new version having an issue of some kind. I am still having the issue though, even with the change of versions now.

 

Can someone send me some pointers on what I could be forgetting possibly. I would really be grateful if someone could help me out and sort out this problem if possible.

 

I know there has got to be someone on here that knows how to get the shipping carriers working surely?
