issue with Importing products from CSV where an " inch mark becomes latin î

we have a csv file where the description feild uses quote marks as inch marks and are being convertd into lowercase latin î

 

is there a list of characters that are invalid that I can write a .bat to run a replacement on before these csv's are uploaded and fix this before product managers wind up with "wonky" product descriptions? I can change the " to a double apostophe '' but I want to make sure there isn't any others I need to catch before hand either.
