AdminCarrierWizard 403 forbidden

I have a trouble  with a delivery. Version 1.6.0.14 I have created more than 200 zones - each country has its own area. with the addition of 3 indicating carrier weight range all right preserved. but with the addition of the 4th range - technical error, an error occurs and an error in the console Forbidden </ h1>
<P> You do not have permission to access /vip/adminhhhhhhhhh/index.php
on this server. </ p>
<P> Additionally, a 404 Not Found
error was encountered while trying to use an ErrorDocument to handle the request. </ p>

 

The log is a record:
