Help fix "free shipping" and "No carriers" issues

Hello, I have carriers set up properly and all of the zones set correctly in both areas of BO Localization and payments, I have 0 set under the free shipping triggered at both price and weight and I do not have it selected "free shipping" in the carrier mod.  Yet and still once the amount in my shopping cart goes above $20.00 USD instead of it triggering the next lvl of shipping cost based on assigned weight, it will simply provide free shipping and then the "no carrier for this address" error will appear, I have been looking at all of the old supposedly solved issues with no success as none of these apply to version 1.6.11.  I am willing and able to pay to have this matter resolved if necessary as I need to have the site running properly before launching an ad campaign.  Any and all help is great appreciated.

It would be nice to get some screen prints of you BO to show how you set it.

First question: did you add the regions/areas in the carrier? (not localization)

This is based on weight, so did you add the weight on each product?

I added weight to the products that i listed in the shop yes.

I had the same problem, my solution was to add the shipping details to a warehouse and then add the warehouse to the relevant products as well as the choice of shipping on the individual products.
