Adding modules before template or the other way around

I am in the process of setting up an ecommerce shop with PrestaShop and wondering about the best order to implement:

 

- I have theme which requires some custom modification

- will need to add modules

- possibly some custom programming

- migrate data from other shop (x-cart)

 

 

Is the following the best sequence to implement:

 

1) install PS

2) install modules

3) install theme

4) modify theme (design)

5) migrate data

 

 

Any feedback is much appreciated.
