Shipping just wont work

First off, I dont have free shipping enabled, yet the shipping preview page to go to check out tells the customer free shipping

 

 

second, guest checkout just returns "No carries available for the address "my address" "

 

Ive double and triple checked my settings as I researched and found usually it is a zoning issue. My state (Texas) and country are all tied to the proper zone and my shipping is setup to that zone. I have it calculating purely by weight. I just do $1 per pound.

 

I read this issue might be related to the guest checkout so I tried registering to test the checkout process and I get:

 

 

 

Ive read probably 10 threads and changed all kinds of settings and Ive just come up with nothing. Sure would appreciate the help.

Seems what i did to get rid of it was to add a value in Shipping/ Preferences/ Handling charges. And to get rid of it on the shopping cart I edited the blockcart.tpl to show " calculated at checkout". The way it works out of the box is quite poor. may have done other things as well, it is such an annoying bug which, it seems, is not actually considered a bug.

Ya, I figured I would just edit the one line to read something like you suggested.

removed and readded the carrier and it decided to start working.
