PrestaShop 1.5 - Tax Excempt Groups / Special Groups rule

Hello , we need to modify our prestashop 1.5 

 

1. To have special customers groups with tax excempt rule (prices without tax).

*// We are near but we have csv export module where is the excempt rule dont work 

 

2. The another special customers groups that will have negative reduction (charge/fee) and will take prices before reduction from the price rules of another group (for example, tax excempt group).
