Help With Some Confiquration Problems

I have looked and searched through these forums to nothing that has worked for me in my problem, so please if you know then let me know.

I am running 1.1.0.5 on my site with no problems at all but i want to upgrade to the latest version with no downtime on my site so i have created a new database with a copy of my current database in it, i have copied all of the files over to another directory so that i can test on a different domain name.

Now everything is there on the new domain and i can login to the BO with no problems, now my question is that when i was checking that i could create an account as a customer i added an item to the basket clicked to checkout and the basket is emptied and when i enter the customer details and click register the page seems to just refresh itself with no customer creation in the BO.

I have altered the config settings to the new database but i am still at a loss and would like a PS [spam-filter] or gurus to help if at all possible.

Any ideas anyone, Is it cookie key problems? any help or information

Seems complicated,wiki tell how to upgrade,it is easy!

I haven't upgraded or doing any upgrading. I have just seen that everything is fine in firefox but not in IE any clues people??
