Gift wrapping charge not included in total to be paid.

I have now had two customers who have marked that they want gift wrapping but have not been charged. It shows on their invoice, and in the initial stage of check out. It them disappears when the customer sees the final total to be charged. And they, consequently, don't pay for it.
I have read about this in the Forum but there is nothing to show that this has been fixed. I have tried to file it in the bug tracker but have been unable to submit it. It keeps telling me that I'm entering the correct information.
Please can anybody help? This is not good leading up to the holidays!
