Manual order bug or feature?

Here is the thing:

 

I create a manual order.

 

I have two products.

 

Click on the email link for getting a Paypal link.

 

Change status to "Awaiting Paypal payment"

 

Click "create order" at the bottom.

 

Then I'll get two orders, one for each product. Do I create manual orders in the wrong way or is this a bug? I have created manual orders in the past but only with one product.

 

Notice also that the order ID is the same for both orders.
