specify image dimensions for bullet.gif

I have been testing in GTmetrix to find out why my website is so slow.

 

I've found the tpl for all the blockbanner images and changed them.

 

BUT does anyone know how and where I can specify image dimensions for the bullet.gif?

what is blockbanner? sounds unknow for me

it's a non default solution? some non default module?

can you show contents of module .tpl file please?
