the structure behind kickstarter.com

I came across kickstarter.com, a site which enable entrepreneur to raise fund for their projects. I had a tour on the website and found that they charge the backers' account(those who want to support the project) only if the raised amount exceed the funding goal. I am wondering how could they hold the payment from the backers ,because usually for normal e-commerce sites, they charge straight after the buying procedure. Anyone knows the structure behind this website?

Basically, they charge the amount to the backers at the end of the campaign.  Sometimes the charge fails, but the majority gets through.  They send out notifications to the backers that failed to correct the issue and try again around 1 week later.  Some backers fix the issue right away.
