Carrier error message prestashop 1.5.4.1

Using Prestashop 1.5.4.1

 

I have set the zones & countries in localization.

Restrict country selections in Front Office to those covered by active carriers = active

 

I have no carriers set up.  Any I have tried to set up I have deleted to try again... but I still get the error message.

 

I enter the details on the  shipping> carriers> new & when I save I get an error message:

 

An error occurred while creating an object. carrier

 

I have tried many things, I have even disabled all my countries and just had the one country but even this has not made any difference!

 

Please can anyone help?...... I'm tearing my hair out!!!
