jleesaxon Posted July 21, 2013 Author Share Posted July 21, 2013 (edited) The answer, if anyone else is having this problem, is that Modules > Payments and Gateways > Paypal (addons) is not, despite its being in English and being included in the English installation, for North America. The the correct version (Paypal USA, Canada) is mis-categorized in Modules > Other Modules.
