Payment methods list as well as Carrier Choice list in checkout

Hi everybody!

Is there a way to display list of payment methods as well as carrier choice page in 5-step checkout?

i.e. using a form with radio buttons and "next" button linked to selected payment module controller?

 

As i think i need to insert a <form> tag in order-payment.tpl, then in that form add {$HOOK_PAYMENT} and then add submit button and close </form>

 

In payment.tpl of each payment module instead of <a href="{$link->getModuleLink(...)" use <input> tag.

 

But I don't have sufficient developer skills to make it to the end. Please, help.
