Tags are not imported

I have noticed that tags are not imported in the Import wizard.
I also saw this bug track:

a. Does this bug indeed also exist in the stable build?
b. Is there any patch/workaround?

EDIT:
Correction. Tags seem to be imported but they do not obey the field separator.
I set my CSV so that ~ and | are column and field separators respectively, and tags seem to still want a comma (or at least ignore the | - "tag 1|tag 2" are used as one tag.
