Many users live in countries where the state/province/prefecture might have an English character name and an alternative character name. In Japan for example, prefectures can be displayed in latin characters (romanji) and kana script (japanese characters) Not having translatable state names could be a total red flag for a lot of people who would overwise like to try PrestaShop. I didn't understand well... Its real simple. In some countries (like Japan), the name of states needs to be translatable into English AND the local language script. So that users who choose English as their prefered language see the English version, users who choose the other language see that version.
