A question about groups

User groups are intended to allow you to set up wholesale or trade accounts and assign a % discount to each.

The tax element is assigned to the customer based on their registered address (country).

Understood, but yet- I find the following in Prestashop_User_Guide_1.4.pdf, page 42:

PrestaShop is frequently used in the Business to Business (B2B) sector. Therefore, you can create a group of customers who can buy products without paying the tax. The ―Price Display Method drop-down menu gives you a choice between ―tax included and ―tax excluded. Validate your settings by clicking ―Save.

This is one of the reasons I chose Prestashop over other carts - to sell B2B but to 'taxable' retail customers too. But it does not seem to be working... Is this, possibly, a bug in the software? I've found similar posts about this problem but no solutions that do not require pretty extensive hard -coding. I appreciate any help offered.
