Tax Not Working Bad PHP Version.

I am using a very highly modified 1.7.4.4.  Last month my hosting company updated their cpanel where the lowest version of php was 7.2 my version of prestashop needs 7.1 so now the cart does not show taxes at checkout.  The site worked perfectly before the php upgrade.  I just migrated my site to a new host that uses the legacy 7.1 php.  It took 2 days just to get everything working but now the tax still does not work. 

The word tax shows up on the check out pages but it has all $0.00

I have searched to see if someone else had this problem but cannot find any answers.

Is there a module that I can reinstall?  Is there something that could be reinstalled to get this problem fixed?

Any help would be greatly appreciated.

Thanks for your reply.  Where can I find the localization pack to import it?  Where are the tax files located.  I have older backups of the site and can try to update with files that worked in the past.  I just don't know what files and the path to those files.  Any help would be appreciated.

I cleared the cache in Back office advanced parameters/performance this is the only place I know to clear it.   No error or warning in debug mode.

I did clear all the cache in var/cache and that did not work. Thanks for your help.
