Tax collection for all states

Am I missing something here? I've done several searches and NOT found an answer. How do you configure PrestaShop 1.7.8.9? Taxes and Tax Rules in my store are default. On the Taxes tab, taxes are enabled and based on delivery address. I sell only online and in all 50 states.  In my test orders, no tax is applied unless I specify a tax rule on the product itself. Did I cause a problem by importing all my products before I verified the  tax settings? If it makes any difference I'm connected to Printify.
