Problem with order tax in BO Prestashop 1.7

I have problem with my Prestashop 1.7.7 shop. There is a problem with orders from customers that have 0% tax set using the Eruopean VAT Number module (active VIES) and pay with Paypal.

During checkout, the module correctly sets the customer's VAT as 0%, and that information is sent to Paypal, so the payment is correctly created and the customer pays the correct amount at 0% VAT.

However, when the order is finalized, that information is not retained in Prestashop and the order is created with VAT included, when it should not be, leading to a "Payment Error" order status (because the correct amount paid is smaller than the incorrect order total).

Why is the order created in Prestashop with a different VAT rate than in the cart and payment?
