Prevent combine vouchers

Hi, do you know how to override cartrule to prevent customer to combine multiple voucher?
I know that when creating voucher you can you can set if the voucher can be combined with other vouchers. The problems it's that I have modules that generate vouchers automatically, so the only way to do this it's probably adding a new cart rule.
