Payment method appears in checkout page but it shouldn't.

I have payment method in ps 17 1.7.8.6

In carrier restrictions i have unchecked all carriers for this payment method but it still appears in checkout page.

Even when i truncate ps_module_carrier in database. All payment disappears except for this one.
